Regular Meeting

May 8, 2006

 

The Tallapoosa County Commission held its regular meeting May 8, 2006 at the Courthouse in Dadeville, AL at 9:00 a.m.  Tallapoosa Publishers was present.   

 

Chairman Thweatt called the meeting to order at 9:00 a.m.

Chairman Thweatt called the roll. All commissioners were present.

 

Chairman Thweatt gave the invocation and led the Pledge of Allegiance.

 

Consent Agenda:

Commissioner Coley made a motion to approve a proclamation for Older Americans Month. Commissioner Shaw seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Shaw made a motion to approve the minutes for the April 10th meeting. Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Allen made a motion to approve the purchase orders for the Highway department and the warrants for all funds. Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Allen made a motion to approve the Indoor Air Quality Resolution. Commission Shaw seconded the motion. The motion passed unanimously. Attachment 

 

Commissioner Oliver made a motion to approve a resolution for the Community Development Block Grant for Jackson's Gap Water Authority. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Coley made a motion to table the approval of the agreement with Alabama Department of Revenue. Commissioner Allen seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Allen made a motion to award the Security Camera bid (#25) to Securite Device Company. Commissioner Coley seconded the motion. The motion passed unanimously, Securite Device Company was the lowest bidder with a bid of $35,485.  Attachment

 

Commissioner Shaw made a motion to award the Guardrail Bid (#26) to Alabama Guardrail. Commissioner Oliver seconded the motion. The motion passed unanimously.  Alabama Guardrail was the only bidder.  Attachment

 

Commissioner Coley made a motion to award the Annex Telephone System bid (#23) to BellSouth. Commissioner Shaw seconded the motion. The motion passed unanimously.  BellSouth was the lowest bidder with a bid of $50,220.31. Attachment

 

Commissioner Coley made a motion to reclassify North Central Avenue from a Minor Collector to a Major Collector. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Shaw made a motion to seek bids for a Curb and Gutter (#27) for the C.J. Coley Annex Building. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment  

 

Commissioner Oliver made a motion to name an unnamed road as Flint Hill Road. Commissioner Coley seconded the motion. The motion passed unanimously. 

 

Commissioner Shaw made a motion to approve the preliminary plat for the Preserve at Stone Ridge Plant No. 2. Commissioner Coley seconded the motion.  The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the preliminary plat for Overlook at Lake Martin Plat No. 1. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the Alabama Mutual Aid System Agreement. Commissioner Shaw seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Oliver made a motion to hire an Equipment Operator for the District 3 shop. Commissioner Allen seconded the motion. The motion passed unanimously.  

 

Commissioner Allen made a motion to change one Probate Tag position to an Office Manager for the Alexander City and Tallassee Branch Offices. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Shaw made a motion to approval the sale of the Kimbrough Property. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made motion to amend the Reappraisal budget. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the addition of an additional Real Property Appraiser for the Reappraisal Department. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Shaw made a motion to divide the Solid Waste money equally among all five districts. Commissioner Coley seconded the motion. The motion failed by a 2-2-1 vote. Commissioners Shaw and Coley voted yes. Commissioners Allen and Thweatt voted no. Commissioner Oliver abstained from voting.

 

Old Business:

Commissioner Allen made a motion to award the Sheriff Car Re-bid (#24) to King Ford. Commissioner Coley seconded the motion. The motion passed unanimously. King Ford was the only bidder.

 

New Business:

Commissioner Allen made a motion to amend the agenda to include Sick Lave Transfer. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Allen made a motion to approve the following sick leave transfers:

To Clinton Harper:   40 hours from Mike Lucas

                                    10 hours from Annette McGrady

                                    10 hours from Vicki Florine

                                    10 hours from Judy Slaughter

                                    10 hours from Nancy Griffin

 

To Linda Trussell:    56 hours from Nancy Griffin

Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to enter Executive Session. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Allen made a motion to return to Regular Session. Commissioner Coley seconded the motion. The motion passed unanimously.

 

Discussion Items by Commissioners:

Commissioner Coley addressed the Commission concerning campaigning during working hours. Commissioner Coley stated that elected officials should not campaign during working hours. Commissioner Coley made a motion to allow the County Attorney, Thomas Radney, to send a memo to the department heads addressing this issue including the section of the Alabama Code dealing with employee's involvement in politics. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

County Administrator, Annette McGrady addressed the Commission concerning the financial statements. McGrady stated that County has received a 6.53% loss ratio. This number has declined by over 50% over the past two years.  McGrady stated that the Safety Committee has been instrumental in achieving this low number.

 

Announcements:

Tallapoosa County Courthouse will be closed Monday May 29, 2006 for Memorial Day and Monday June 5, 2006 for Jefferson Davis' Birthday.

 

Dadeville Chamber of Commerce will host a Candidate Forum at the front of the Courthouse in Dadeville on May 10, 2006 from 5:30 to 6:30.

 

Alexander City Chamber of Commerce will host a Candidate Forum at the Byron Causey Building at Central Alabama Community College on Monday May 22, 2006 at 5:30.

 

Commissioner Allen made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously. The meeting adjourned at 9:59 a.m.
