Regular Meeting
October 11, 2005
The Tallapoosa County Commission held its regular meeting October 11, 2005 at the Courthouse in Dadeville, AL at 9:00 a.m. Tallapoosa Publishers was present.
Chairman Oliver called the meeting to order at 9:00 a.m.
Public Comments from Citizens:
Dan Hart and Danny Lloyd from the Volunteer Fire Department Association addressed the Commission concerning EMT class funding, the Hospital Board Money, and a review of the Fire Department Insurance Policy by the County Attorney Thomas Radney. Attachment
Chairman Oliver called the roll. All commissioners were present.
Commissioner Shaw gave the invocation and led the Pledge of Allegiance.
Commissioner Coley made a motion to remove Item B from Old Business. Commissioner Shaw seconded the motion. The motion passed unanimously.
Consent Agenda:
Commissioner Thweatt made a motion to approve the Lakeside Village sub-division preliminary plat. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment
Commissioner Thweatt made a motion to approve the Craddock sub-division at Lake Martin preliminary plat. Commissioner Coley seconded the motion. the motion passed unanimously. Attachment
Old Business:
Commissioner Allen made a motion to award bid # 111-FY2006-17, Asphalt Tanker Trailers, to Robert Anderson. Anderson had the low bid of $3500.00 each. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment
New Business:
Commissioner Thweatt made a motion to change the District 4 voting precinct in the Buttston area. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment
Discussion Items by Commissioners:
Commissioner Thweatt addressed the Commission concerning the Criminal Litter Law. Commissioner Thweatt stated that there are some exceptions to the Criminal Litter Law such as campaign material which make litter a problem. Commissioner Thweatt made a motion to support a resolution asking the legislature to remove the exceptions from the Criminal Litter Law. Commissioner Allen seconded the motion. Commissioner Coley stated that he needs more time to get a better understanding of the issues. Commissioner Thweatt stated that he has never left any campaign material in anyone's yard, and that people should not have the right to do so. Commissioner Coley made a motion to table the issue. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment
Commissioner Allen made a motion to award $5,000.00 to each Volunteer Fire Department from the Hospital Board Money. Commissioner Coley seconded the motion. The motion failed by a vote of 4-1 with Commissioner Thweatt voting no.
Commissioner Thweatt stated that the money was collected on this side of the river and should not be spent throughout the entire county. Chairman Oliver stated that the issue should be put on the November agenda under the Consent Agenda.
Announcements:
Chairman Oliver announced that the Courthouse will be closed for Veteran's Day on November 11, 2005.
Chairman Oliver announced that the next Commission meeting will be November 14, 2005 at 9:00 a.m. in the County Extension Auditorium.
Commissioner Shaw made a motion to adjourn. Commissioner Coley seconded the motion. The motion passed unanimously.
