3/30/1999 - Regular Term Meeting

The Tallapoosa County Commission met March 30, 1999, at 6 p.m. in the courtroom in Alexander City in the regularly scheduled county commission meeting. All members were present. Commission Chairman Johnny Allen called the meeting to order.

Motion by Commissioner McGill, seconded by Commissioner Tapley to approve the minutes of the March 8, 1999 meeting as read. The motion carried unanimously.

Motion by Commissioner Tapley, seconded by Commissioner McGill, to enter into a one-year lease on an office building on Madison Street for the juvenile probation officers at a rate not to exceed $750 per month. The motion carried unanimously.

Motion by Commissioner McGill, seconded by Commissioner Tapley to draft a resolution honoring Nelda Martin in her retirement from the Extension Service in Tallapoosa County. The motion carried unanimously.

John W. Hodnett and Eddie Milner of Liberty National Life Insurance addressed the commission regarding employee benefits, and requested to be named as the administrator of the county's program.

Motion by Commissioner McGill, seconded by Commissioner Tapley, to direct issues such as changing administrators of programs impacting county employees to the human resources committee for its consideration. The motion carried unanimously.

Motion by Commissioner Thweatt, seconded by Commissioner McGill, to approve the request of the transfer of club liquor license for the Tradition Grille and the Windjammer Restaurant, and the transfer of (off premise) retail beer license and application for (off premise) retail wine license for Still Water Marina. The motion carried unanimously.

Motion by Commissioner Thweatt, seconded by Commissioner Tapley to install a phone line/modem line for the use of the Department of Human Resources in the courtroom in Dadeville. The motion carried unanimously.

Open bid #0-574-A for a boom mower.

Motion by Commissioner Thweatt, seconded by Commissioner McGill, to accept the low bid that meets the specifications on bid # 0-574-A. The motion carried unanimously.

Open bid # 0-575-A for a rotary cutter.

Motion by Commissioner McGill, seconded by Commissioner Tapley, to accept the low bid that meets the specifications on bid #0-575-A. The motion carried unanimously.

Motion by Commissioner Tapley, seconded by Commissioner Thweatt, to place a $100 advertisement for Tallapoosa County in the Alabama National Fair publication. The motion carried unanimously.

Motion by Commissioner Allen, seconded by Commissioner McGill, to approve plat for subdivision by MARIN Properties Inc., off of Old Tree Road. The motion carried unanimously.

Motion by Commissioner Coley, seconded by Commissioner McGill, to table the discussion of federally aided road projects priority list until a work session to be held at 1:30 p.m. on April 12. The motion carried unanimously.

County Attorney E. Paul Jones noted that the county may have to take a matter concerning a resident's property left on county right of way to the court system. The matter is in District 2, and the action began at Commissioner McGill's request.

Motion by Commissioner Coley, seconded by Commissioner Tapley, to have employee representation on any commission subcommittee that impacts county employees. The motion carried unanimously.

Motion by Commissioner Coley, seconded by Commissioner Tapley, to amend the budget and appropriate $500 to the Boy Scouts of America Horseshoe Bend District Tukabatchee Area Council. The motion carried unanimously.

Motion by Commissioner Tapley, seconded by Commissioner Coley to hold an auction of county surplus property on May 8, 1999. The motion carried unanimously.

Motion by Commissioner Tapley seconded by Commissioner Thweatt, to request bids of local financial institutions for financing equipment purchased from bids 0-574-A and 0-575-A. The motion carried unanimously.

Motion by Commissioner Tapley, seconded by Commissioner Allen, to pay $5,000 for pipe placed on Old Dutch Road, and $4,800 for an S-10 pickup purchased for District 1, from the Road and Bridge Fund. The motion carried unanimously.

Motion by Commissioner Thweatt, seconded by Commissioner Tapley to approve to pay a bill to Overhead Door and Fireplace Company for repairs to door at county shop (no purchase order issued). The motion carried unanimously.

Motion by Commissioner Thweatt, seconded by Commissioner Tapley, to pass a resolution requesting local legislators to introduce an act allowing the residents of Tallapoosa County to vote on the issue of supernumerary positions. The motion carried unanimously.

Motion by Commissioner Thweatt, seconded by Commissioner Tapley, requesting a resolution asking legislators to draft a constitutional amendment allowing the county to levy additional court fees to support the operation of the county jail. The motion carried unanimously.

Commissioner Thweatt requested that each commissioner receive a monthly copy of any employee time report that showed overtime, as well as a copy of each department's monthly expenditures.

Motion by Commissioner Allen, seconded by Commissioner McGill, to purchase approximately 120 tons of asphalt to resurface the basketball courts at the Wall Street Recreation Center and bring the center into compliance with the grant requirements. The motion carried unanimously.

Motion by Commissioner Tapley, seconded by Commissioner McGill, to adjourn. The motion carried unanimously.
