November 8, 2004

The Tallapoosa County Commission held its regular meeting November 8, 2004 at the Courthouse in Dadeville, AL at 9:00 a.m. All commissioners were present. The Alexander City Outlook was also present.

Chairman Shaw called the meeting to order.

Chairman Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Allen made a motion to approve the October 15, 2004 minutes. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to approve the warrants. Commissioner Coley seconded the motion. The motion passed unanimously.

Robin Caler with the EARPC addressed the Commission regarding the Hazard Mitigation Plan. Caler stated that Tallapoosa County is not 100% covered by outdoor warning systems. Caler also stated that Tallapoosa County has several flood areas where bridges need to be elevated and enlarged. No action was taken.

Sheriff Jimmy Abbett presented proclamations to Frederick White and Frederick Hutcherson for their service to Tallapoosa County and to the United States Military.

County Administrator, Annette McGrady, addressed the Commission concerning the Skid Steer Loader bids. McGrady stated that each Commissioner had given their approval to seek bids. Commissioner Coley made a motion to seek bids for a Skid Steer Loader. Commissioner Oliver seconded the motion. The motion passed unanimously.

McGrady stated that only one bid was received. The bid was from Loader Services for $7495. Commissioner Coley made a motion to accept the bid from Loader Services. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Oliver made a motion to approve FOP Lodge Road. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to award pit option for Tillman Mays. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to seek bids for a used car for the Sheriff's Department with the requirement that the bids not exceed $14,000. Commissioner Oliver seconded the bid. The bid passed unanimously.

Commissioner Coley made a motion to amend line item 239 (Other R&M) for the Sheriff's Department budget. Commissioner Oliver seconded the motion. The motion passed unanimously.

Danny Lloyd of the Volunteer Fire Department Association addressed the Commission concerning funding. Lloyd stated that the VFDA is still waiting for the money from the Hospital Board. The VFDA requested funding from Rep. Betty Carol Graham. Lloyd stated that no action has been taken by Graham.

Commissioner Oliver made a motion to give each Volunteer Fire Department $5,000 to be paid from the General Fund. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to accept Deer Run Lane on the County Maintenance Map. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to accept Culligan Road on the County Maintenance Map. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to accept Hilltop Road on the County Maintenance Map. Commissioner Thweatt seconded the motion. The motion passed unanimously.

County Engineer, David Moore, addressed the Commission concerning emergencies in FY2004. Moore stated that in March of 2004 North Central Avenue completely washed out. The County was unable to purchase pipe from the lowest bidder, therefore, we had to purchase the pipe elsewhere. The same occurrence happened in July when Town Creek Road washed out. Moore requested that the Commission declare these events as emergencies. Commissioner Oliver made a motion to declare March and July of 2004 emergencies for the entire county.

Commissioner Oliver made a motion to approve overtime pay for District 3 employees. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to seek bids for a heavy-duty generator for EMA. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to seek bids for an equipment trailer. Commissioner Oliver seconded the motion. The motion passed unanimously.

EMA Director, Joe Paul Boone, stated that the money for security for the courthouse has been set aside. Commissioner Allen made a motion to put that money to use. Commissioner Oliver seconded the motion. The motion passed unanimously.

Chairman Shaw stated that the Courthouse would be closed for Veteran's Day on November 11, 2004, for Thanksgiving on November 25-26, 2004. Chairman Shaw also stated that the Probate Office in Dadeville would be closed for renovation November 10-12, 2004. Office in Alexander City and Tallassee will be open.

Commissioner Coley asked for the specific source of funds for the Volunteer Fire Department. McGrady stated that no specific source was identified.

Commissioner Coley stated that he has received several complaints from voters of the Cooper Rec. Center polling place regarding provisional ballots. Commissioner Coley stated that voters were denied a provisional ballot. Sheriff Jimmy Abbett stated that the matter would be looked into.

Chairman Shaw stated that the Commission supports the Volunteer Fire Department Association in finding sources of funding.

Commissioner Thweatt congratulated County Attorney, E. Paul Jones, on winning the District Attorney election.

Commissioner Oliver made a motion to adjourn. Commissioner Allen seconded the motion. The motion passed unanimously. Meeting adjourned at 9:32 a.m.
