Regular Term Meeting
October 13, 2003

The Tallapoosa County Commission held its regular scheduled meeting on October 13, 2003 at the Courthouse in Dadeville, Alabama at 9:00 a.m. Commissioners Thomas L.Coley, Charles Shaw, Dylan Oliver, and William Thweatt were present. Chairman Johnny Allen was absent. The Alexander City Outlook and WZLM were also present.

Commissioner Coley called the meeting to order. Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Oliver made a motion to approve the minutes; Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the warrants; Commissioner Shaw seconded. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the CDBG CY-CM-PF-03-004 budget; Commissioner Oliver seconded. The motion passed unanimously. Budget Financial Report attached.

The Commission removed a 1994 2500 GMC Suburban and a 1999 Ford Super Duty Van from the surplus property list from the Recycle Department. Commissioner Thweatt made a motion to approve the list; Commissioner Oliver seconded the motion. The motion passed unanimously. Current surplus list attached.

The Commission opened bids for the Recycling Department's surplus property. Bids attached.

Commissioner Thweatt made a motion to reject all bids for the Caterpillar Forklift. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to award the recycle bin bid for $93.00 to Mike Knox. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the 1989 Ford Van bid for $512.00 to Mike Knox. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the Alexander City 60" Baler for $801.00 to Ronald Koon. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to reject all bids for the Lift Truck with Squeeze. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the 2002 6x16-caged trailer for $723.00 to Mike Knox. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the 6x16x6 Trailer for $302.50 to Bert Barnett. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the Dadeville 60" Baler for $526.00 to Wallace Whitley. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to award the 1988 Forklift bid for 926.00 to Wallace Whitley. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the Flagship GIS, Inc. Contract. Commissioner Thweatt seconded the motion. The motion passed unanimously. Contract attached.

Commissioner Shaw made a motion to approve the Lee County Youth Development Center Contract; Commissioner Thweatt seconded the motion. The motion passed unanimously. Contract attached.

Commissioner Thweatt made a motion to approve the contract with Roth, McHugh, and Associates for the Walnut Hill and Wall Street Water Grant (CY-CM-PF-03-004). Commissioner Oliver seconded the motion. The motion passed unanimously. Contract attached.

Commissioner Shaw made a motion to approve the contract with Comet Consulting Inc. Commissioner Oliver seconded the motion. The motion passed unanimously. Contract attached.

Linda Robinson came before the Commission to vacate the Forest Glen Subdivision of the Common Area PBLODG43 to re-plat Forest Glen Subdivision PBLO PG43. Commissioner Thweatt made a motion to table the discussion. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment.

Commissioner Thweatt made a motion to approve the contract with Excelliant Services. Commissioner Shaw seconded the motion. The motion passed unanimously. Contract attached.

Commissioner Thweatt made a motion to support the resolution of support for the Volunteer Fire Department Association's Special Election.

Commissioner Oliver made a motion to approve the material option for Odean Moran. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Coley announced that Old Elkahatchee Creek Bridge has been added to the Alabama Register of Landmarks and Heritage. Commissioner Thweatt made a motion to send a letter of commendation to William Jones, the County Engineer for the Department of Transportation. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment.

Sheriff Abbett thanked the Commission for the 2% raise and the insurance.

Revenue Commissioner, Linda Harris, thanked the Commission for the 2% raise, the insurance, and for approving the GIS Mapping System.

EMA Director, Joe Paul Boone thanked the Commission for the 2% raise and the insurance. He also thanked Annette McGrady for her help on the Homeland Security Project.

Cindy Railey, of EMA, informed the Commission of a $360 grant for a Ham Radio Classes that EMA is going to sponsor.

Probate Judge, Gloria Sinclair thanked the Commission for the 2% raise.

County Administrator Annette McGrady informed all bid winners that they have ten days to remove the equipment from the county property. She also asked that all employees be encouraged to donate to the United Way.

Commissioner Shaw made a motion to nominate Commissioner Thomas L. Coley as the next Chairman. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to resign from the East Alabama Solid Waste Authority Board. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to resign from the Lake Martin Alliance Board. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to appoint Commissioner Thomas L. Coley to the East Alabama Solid Waste Authority Board and the Lake Martin Alliance Board. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Coley recessed the meeting until October 15, 2003.
