October 7, 2004

The Tallapoosa County Commission held its regular meeting October 7, 2004 at the Courthouse in Dadeville, AL at 8:30 a.m. All commissioners were present.

Chairman Shaw called the meeting to order.

Chairman Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Allen made a motion to seek pit options. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to pass a resolution setting the Commission meetings for the second Monday of the month for FY 2005. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to make Aliant Bank, Bank of Dadeville, and Colonial Bank depositories for the Tallapoosa County Commission. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to rescind the resolution adopted September 16,2004 approving the annual lube and grease bid (111-FY2005-03) to Harry Daniel. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the annual lube and grease bid to Freedom Fuels. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to approve the Long Term Detention Subsidy Contract with the State of Alabama Department of Youth Services. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve the FY2004-2005 Lee County Youth Development Center contract. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to seek bids for Motor Graders for the Highway Department. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to seek bids for a 420 backhoe for the Highway Department. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to seek bids for a track loader for the Highway Department. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to seek bids for a 312 Excavator for the Highway Department. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the Aging Service Grant Agreement for FY 2005 for the Wall Street Senior Center. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Joe Paul Boone, EMA Director, stated that he has not received word from FEMA regarding public assistance.

Larry Scott, Building Inspector, stated that he would be touring Tallapoosa County reminding everyone that it is license and permit time.

County Engineer, David Moore, read a letter from the Buttston Volunteer Fire Department requesting compensation from the County for their time during Hurricane Ivan. Commissioner Thweatt made a motion to compensate the Buttston VFD at a rate of $8.00 per hour totaling $250. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Coley, Chairman Shaw, Commissioner Oliver, Commissioner Thweatt, and Commissioner Allen stated that the Districts would comply with the Grand Jury Report regarding the modified unit system. Commissioner Thweatt stated that District 4 will comply, but they will go kicking and screaming.
