8/9/2004 - Regular Term Meeting

The Tallapoosa County Commission held its regular scheduled meeting August 9, 2004 at the Courthouse in Dadeville, AL at 9:00 a.m. All commissioners were present except District 4 Commissioner William Thweatt. The Alexander City Outlook was also present.

Chairman Coley called the meeting to order.

Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Allen made a motion to amend the agenda to include the Transition of Chairmanship. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to approve the July minutes. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the warrants. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to seek annual bids for the Highway Department. Commissioner Shaw seconded the motion. The motion passed unanimously.

Danny Lloyd with the Volunteer Fire Department Association addressed the Commission. Lloyd thanked the Commission for the $238 that the Commission provided for the firefighter's class. Lloyd requested that the Commission pass a resolution to ask the Hospital Board to fund the request of the Volunteer Fire Department Association for medical purposes. Commissioner Allen stated that he and Commissioner Thweatt are meeting with the Hospital Board this week. He stated that he wants to address the issue with the Hospital Board, before the Commission passed a resolution. Lloyd asked to submit a budget request. Lloyd requested to be present at the discussion of funding. He stated that the VFD has been waiting since November of 1998 for funding. Lloyd asked if the county cannot be funded by legislation, would the Commission consider an increase in property ad valorem.

Commissioner Oliver made a motion to award the Eagle Creek Road bid to Gary Ingram Grading and Paving. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the Club Liquor Class II license for Stillwaters Golf and Country Club. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the final plat for Emerald Shores Subdivision. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to seek bids for various road projects in District 2. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to seek bids for various road projects in District 3. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the State of Alabama Department of Transportation agreement for federal aid project, County Road 79. Commissioner Oliver seconded the motion. The motion passed unanimously.

Chairman Coley made a motion to pass a resolution to support the East Alabama Regional Planning Commission's continued study of Highway 280. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the new Tallapoosa County Personnel Manual effective September 30, 2004. Commissioner Oliver seconded the motion. The motion passed with a 3-0 vote with an abstention from Commissioner Allen.

Commissioner Oliver made a motion to approve the resolution for the LLEBG Grant for the Sheriff's department. Commissioner Shaw seconded the motion. The motion passed unanimously.

EMA Director Joe Paul Boone introduced the new EMA Administrative Assistant, Alisha Kelley.

Chairman Coley stated that he has enjoyed his nine months as Chairman. He thanked the Commission and staff and all department heads. Chairman Coley resigned his position as chairman. Commissioner Coley made a motion to make Commissioner Shaw the next chairman. Commissioner Oliver seconded the motion. The motion passed with a 3-0 vote with an abstention from Commissioner Shaw.

Commissioner Allen made a motion to enter into an executive session. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to reconvene the meeting. Chairman Shaw seconded the motion. The motion passed unanimously.

Chairman Shaw made a motion to add Young's Road to the County map. Commissioner Oliver seconded the motion. The motion passed unanimously.

Chairman Shaw requested a special called meeting on August 23, 2004 to review the bids for Districts 2 and 3. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to hire a full-time employee. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Coley stated that the County Employee Appreciation Day will be held Friday, August 27, 2004 from 11:00-1:00.

Commissioner Coley stated that the Courthouse will be closed Monday, September 6, 2004 for Labor Day.

Chairman Shaw made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously.
