Regular Term Meeting
June 9, 2003

The Tallapoosa County Commission held its regular scheduled meeting June 9, 2003, at the Courthouse in Dadeville, Alabama; at 9:00 a.m., Commissioners present were Thomas L. Coley, Jr., Charles Shaw, Dylan Oliver, and Johnny Allen. Commissioner William Thweatt was absent.

Chairman Johnny Allen called the meeting to order. Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Oliver made a motion to approve the warrants. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the minutes of the May meeting as presented; Commissioner Oliver seconded. The motion passed unanimously.

Commissioner Coley made a motion to approve July 3, 2003 as a holiday for all county employees. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commission heard discussion from Charles Burton, a representative of National Flood Insurance Program. Commission will consider discussion.

Commissioner Shaw made a motion to open bids for a trailer for District IV on June 23, 2003. Commissioner Coley seconded the motion. The motion passed unanimously.

Judge of Probate, Gloria Sinclair, requested that the Commission pass a resolution to add laminating, postage and shipping charges for laminating plats in the amount of $15.00 for each sheet and further to be allowed to adjust the fee accordingly for each sheet should Business Records Corp. increase its fee to the Tallapoosa County Probate Office. Commissioner Johnny Allen made a motion that the Commission grant the request. Commissioner Coley seconded the motion. The motion passed unanimous.

Judge of Probate, Gloria Sinclair, requested that the Commission pass a resolution to seek legislation to increase bad check charges to coincide with that set by the Alabama State Legislature, from $15.00 to $30.00 per check. Commissioner Johnny Allen made a motion that the Commission grant the request. Commissioner Oliver seconded the motion. The motion passed unanimously.

Judge of Probate, Gloria Sinclair, requested that the Commission pass a resolution to seek legislation to increase the Special Indexing Fee from $3.00 to $10.00. Ms. McGrady stated that although the increase needed to be passed in the state legislature, the Commission also needed to pass a resolution. Commissioner Johnny Allen made a motion that the Commission grant the request. Commissioner Shaw seconded the motion. The motion passed unanimously.

Chairman Allen made a motion to approve material option attached for Gary D. Stiff. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve insolvents, errors, and taxes in litigation presented by Revenue Commissioner Linda Harris for 2002. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve surplus property attached. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve Annette McGrady's application for Leadership Lake Martin. Commissioner Shaw seconded the motion. The motion passed unanimously.

EMA Director, Joe Paul Boone, gave a report to the Commission. Report attached.

The Commission heard from Kenny Dean, a representative of The Front Porch. Mr. Dean wants the Commissioners to appear on The Front Porch to keep the public updated on Commission activities. The Commission will consider the discussion.

County Engineer, Dan Cook, informed the Commission that ALDOT would be having a meeting June 13, 2003 at 9:00. The meeting will discuss problems with the outside lanes of Highway 22.

Commissioner Coley made a motion to pay overtime to Dan Cook, Scott Phillips, Winston Adams, and John Williams. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to open bids on Camp Ground Rd. and Point Cloxson Rd. on June 23, 2003. Chairman Allen seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to pay the bill for grass seed. Chairman Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw requested permission from the Commission to haul unusable objects from the Crisis Center to the dump in Tallassee. Commissioner Coley suggested that the Commission contact the Sunflower Waste. He stated that Sunflower Waste has helped with this in the past.

Chairman Allen presented to the media and to the Sheriff's department information on 911 signs. He reported a problem: stealing 911 signs. He also reported that 911 signs cost about $28.50 each to replace, and requested that the Sheriff's department and the media help to inform the public.

Commissioner Oliver made a motion to adjourn; Commissioner Coley seconded. The motion passed unanimously.
