Regular Term Meeting
April 12, 2004

The Tallapoosa County Commission held its regular scheduled meeting at the Courthouse in Dadeville, Alabama at 9:00 a.m. on April 12, 2004. All commissioners were present.

Chairman Coley called the meeting to order. Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Shaw made a motion to approve the March 8, 2004 minutes. Commissioner Oliver seconded the motion. The motion passed unanimously. Minutes attached.

Commissioner Thweatt made a motion to approve the warrants. Commissioner Oliver seconded the motion. The motion passed unanimously.

Dr. Jim Seroka and Hugh Nichols reported to the Commission on their strategic plan for the county, Tallapoosa County Fiscal and Budgetary Assessment. Assessment attached.

Timothy Burton presented the Commission with a proclamation requesting that April be declared Child Abuse Prevention Month. Commissioner Thweatt made a motion to approve the proclamation. Commissioner Oliver seconded the motion. The motion passed unanimously. Proclamation attached.

Commissioner Shaw made a motion to support National Government Week. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Danny Lloyd of the Volunteer Fire Department Association addressed the Commission. Lloyd thanked the Commission for having Auburn University produce a strategic plan and requested copies of the study. He requested that the Commission set a date for another task force meeting. Lloyd informed the Commission that on March 29, 2004, the Association held a meeting with the board of directors for all the volunteer fire departments in the county. Lloyd informed the Commission that another meeting will be held April 13, 2004 at 7:00 p.m. Attachment.

Commissioner Shaw made a motion to approve the contract with Drug Testing Program Management Inc. Commissioner Oliver seconded the motion. The motion passed unanimously. Contract attached.

Commissioner Thweatt made a motion to approve hiring Richard Askew as Litter Control Supervisor. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to table the police car bids. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the scope of work for Dadeville Industrial Park with Goodwyn, Mills, and Cawood. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the contract with David Moore, County Engineer. Commissioner Thweatt seconded the motion. The motion passed unanimously. Contract attached.

Commissioner Shaw made a motion to approve the contract with Intuit for Accounting Software for the County Commission Office. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Shaw made a motion to reappoint Jean Bozeman to the East Alabama Mental Health-Mental Retardation Center. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion regulate the roadways within the county relating to timber harvesting and uses of the county roadways by heavy equipment, with the stipulation that the Commission seek a declaratory judgment from Circuit Judge, Ray Martin. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Anita Feltman of 911 addressed the Commission. Feltman stated that starting April 27, 2004, Tallassee EMS is only going to cover their police jurisdiction. Care Ambulance has agreed to respond to all ambulance calls that Tallassee was covering. Feltman requested approval of the road names Crown Pointe Road, Old Still Road, Buttonwood Lane, and Paces Way. Commissioner Allen made a motion to approve the new roads. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

County Administrator, Annette McGrady, addressed the Commission concerning SenioRx, a prescription drug assistance program for senior citizens. McGrady informed the Commission of the basics of the program. Attachment.

Joe Paul Boone of EMA informed the Commission of important upcoming dates. He stated that on April 15, 2004 East Alabama will host the Hazard Mitigation. Ham Radio classes will be held on April 18, 2004 at the Tallapoosa County Courthouse. Storm classes will be held on April 22, 2004 at the Red Cross Center in Alexander City.

Revenue Commissioner, Linda Harris, informed the Commission that the Revenue Office is having an aerial photograph of the Industrial Park taken for the Commission.

David Moore, County Engineer, thanked the Commission for their support. He stated that he hopes to work with the Commission for many years to come.

Commissioner Shaw requested that everyone pray for the Sims' family of Alexander City. Commissioner Shaw stated that J.T Sims was killed in Baghdad on April 9, 2004.

Commissioner Thweatt addressed the Commissioner concerning littering problems and asked that citizens participate in helping to keep the county litter free.

Chairman Coley announced that on April 22, 2004 from 8:30-9:30 a.m. there will be the Officials' Coffee recognizing National Government Week.

Chairman Coley announced that April 20, 2004 there will be an Area Wide Candlelight Vigil at the Alexander City Courthouse at 7:30 p.m.

Chairman Coley announced that Poll Workers Training will be held on May 21, 2004 at the County Courthouse. Inspectors will begin at 9:00 a.m. Poll workers will begin at 10:00 a.m.

Commissioner Thweatt made a motion to adjourn. Commissioner Shaw seconded the motion. The motion passed unanimously. Meeting adjourned at 9:45.
