June 17, 2013
The Tallapoosa County Commission held its regularly scheduled meeting June 17, 2013 at the courthouse in Dadeville, Alabama at 9:00 a.m.
Chairperson Thweatt called the meeting to order.
Blake Beck gave the invocation.
Commissioner Robinson led the Pledge of Allegiance.
Chairperson Thweatt called roll. Commissioners Coley, Robinson, Tapley, Thweatt and Holt were present.

Public Comments from Officials
Probate Judge Leon Archer addressed the Commission regarding a petition signed by employees requesting the courthouse be closed July 5th, 2013. Commissioner Coley made a motion to amend the agenda adding item N in consideration of the petition. Commissioner Robinson seconded the motion. The motion passed unanimously.
Commissioner Coley made a motion to amend the agenda to include an executive session for the purpose of discussing an individual’s good name and character and an economic development matter. Commissioner Robinson seconded the motion. The motion passed unanimously.
Consent Agenda
Commissioner Holt made a motion to approve the minutes of the May 13, 2013 meeting. Commissioner Robinson seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve the warrants and purchase orders. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Holt made a motion to approve leave under the Family medical Leave Act for an employee. Commissioner Robinson seconded the motion. The motion passed unanimously. See attachment.
Commissioner Robinson made a motion to approve Insolvents, Litigation, Errors, and Omissions. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve a resolution and an agreement for a federal aid project on North Central Avenue. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.
Commissioner Holt made a motion to approve The Village Subdivision plat No. 11. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve for the Sheriff’s department to apply for an Edward Byrne memorial Grant. Commissioner Robinson seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion approve the appointment of Kim Koon Anderson the Tallapoosa County Department of Human Resources Board. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve ARISE as the designated 5311 local implementing agency. Commissioner Coley seconded the motion. The motion passed unanimously.
Commissioner Robinson made a motion to not participate in the 2013 back to school sales tax holiday. Commissioner Coley seconded the motion. The motion passed unanimously.
Commissioner Coley made a motion to table item L the appointment of David McMichael to 9-1-1 Board. Commissioner Robinson seconded the motion. The motion passed unanimously.
Commissioner Robinson made a motion to approve an agreement with the State of Alabama Department of Revenue for the exchange of information. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Coley made a motion to close the courthouse July 5th, 2013 and for the employees not working that day to take either compensatory or vacation leave. Commissioner Robinson seconded the motion. The motion passed unanimously.
Executive Session
Commissioner Coley made a motion to enter executive session to discuss the good name and character of an individual and an economic development matter. Commissioner Robinson seconded the motion. The motion passed unanimously.
With no action taken, Commissioner Robinson made a motion to exit executive session and reconvene the regular meeting. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Tapley addressed the Commission concerning a request he had from Sheriff Jimmy Abbett, Revenue Commissioner Linda Harris and Probate Judge Leon Archer regarding budget work sessions.
Announcements
Commissioner Holt made a motion to adjourn the meeting. Commissioner Coley seconded the motion. The motion passed unanimously.
