Minutes – Regular Meeting

 

March 14, 2011

 

The Tallapoosa County Commission held its regularly scheduled meeting March 14, 2011 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairman Coley called the meeting to order.

 

Commissioner Shaw gave the invocation.

 

Chairman Coley led the Pledge of Allegiance.

 

Chairman Coley called roll. All commissioners were present.

 

 

Public Comments from Citizens

 

 

Commissioner Tapley made a motion to move David Jones with the Hackneyville Volunteer Fire Department from the public comments section of the meeting to Item E under the consent agenda. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

 

Public Comments from Officials

 

 

Superintendent Lou Ann Wagoner of the Alexander City Board of Education addressed the Commission requesting that they consider raising the County wide use tax from one tenth of a percent to one percent. Commissioner Shaw made a motion to table the request until the April meeting. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Anita Haggerty with E-911 requested that the Commission pass a resolution opposing pending legislation that would reduce fees paid to E-911. Commissioner Shaw made a motion to pass the resolution. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Mayor Curtis Mims of New Site addressed the Commission requesting that they provide labor for a project on County Road 79. Commissioner Tapley made a motion to provide the support to the Town of New Site contingent upon their remitting gas tax money to the County as it is received. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

 

Consent Agenda

 

 

Commissioner Thweatt made a motion to approve the minutes of the February 22, 2011 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve the warrants and purchase orders. Commissioner Thweatt seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to surplus property at the Highway Department. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to designate Commissioner Coley as the Commission’s representative to the East Alabama Regional Planning Commission. Commissioner Thweatt seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to appropriate $5,000 to each volunteer fire department in the County with the money coming from the Discretionary Fund prior to its distribution to the individual Commissioner’s accounts. Commissioner Holt seconded the motion. After discussion, Commissioner Shaw made a motion to table the motion. Commissioner Thweatt seconded the motion to table. The motion to table passed with a majority vote; Commissioners Coley, Shaw, and Thweatt voting yes and Commissioners Tapley and Holt voting no.

 

 

Old Business

 

 

Commissioner Thweatt made a motion to approve Thomas Radney as the County Attorney. Commissioner Coley seconded the motion. The motion passed with a majority vote; Commissioners Coley, Shaw, Thweatt voting yes and Commissioner Tapley and Holt voting no. See Attachment.

Commissioner Shaw made a motion to adjourn. Commissioner Tapley seconded the motion. The motion passed unanimously.
