Regular Meeting

March 10, 2008

The Tallapoosa County Commission held its regular meeting March 10, 2008 at the Courthouse in Dadeville, AL at 9:00 a.m. Tallapoosa Publishers was present.

Chairman Allen called the meeting to order.

Chairman Tapley gave the invocation.

Chairman Allen led the Pledge of Allegiance.

Chairman Allen called the roll. Commissioner Coley was absent.

Commissioner Shaw made a motion to approve the February minutes. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve the purchase orders for the Highway Department and warrants for all funds. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion to approve the bid request for the Sheriff’s Department. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to levy the existing property taxes. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to approve a contract with Goodwyn, Mills, and Cawood for engineering at the Industrial Park. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve financing with Bankcorp for the Caterpillar equipment. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve a resolution for National County Government Week. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion to post a 25MPH sign on Town Creek Road. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to surplus equipment for the Highway Department. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion to approve Beechwood Springs Subdivision (Revision). Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve FMLA for Anna McDaniel. Commissioner Tapley seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to appoint Wilbur Terrell to the Wall Street Water Authority Board (term to expire March 1, 2013). Commissioner Tapley seconded the motion. The motion passed unanimously. Attachment

New Business:

Commissioner Tapley made a motion to set a public hearing for CER Generation (regarding the enterprise zone) on April 14, 2008 at 8:30 a.m. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

 

District Attorney E. Paul Jones addressed the Commission requesting an increase of $10 in court costs for criminal cases. Jones stated that a constitutional amendment is required to change court costs. Commissioner Shaw made a motion to approve a resolution approving legislation to increase the court costs for criminal cases by $10. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Discussion Items:

County Engineer David Moore addressed the Commission concerning the van used to pick up litter. Moore stated that the engine is in desperate need of repair. Moore stated that the repair will cost $5800. The state has two vans: a 2006 model for $15,000 and a new van for $35,000. Moore stated that there is no money in the budget for a new van or van repair. Moore stated that he should get some money from the items that are in surplus. Commissioner Shaw suggested that the Commission have a called meeting to discuss this further.

Announcements:

Commissioner Shaw welcomed CER Generation to the Tallapoosa County Community. All of the Commissioners thanked CER Generation for attending the meeting.

Commissioner Shaw made a motion to adjourn. Commissioner Tapley seconded the motion. The motion passed unanimously.
